Compliance & Closure

EODC Closure, Licence Redemption and DGFT Representation

An unredeemed authorization is not a dormant file — it is a live liability. Bank guarantees stay blocked, customs bonds stay open, and if the export obligation is treated as unfulfilled, the demand comes back with customs duty, interest and penalty attached.

We specialise in closing the difficult back-file: authorizations from earlier policy periods, incomplete export records, missing bank realisation certificates and cases already at the demand notice stage.

What we close

  • Export Obligation Discharge Certificate (EODC) for EPCG and Advance Authorization
  • Redemption of authorizations and release of bank guarantees and customs bonds
  • Block-wise and overall export obligation extensions and condonation of delay
  • BRC / e-BRC reconciliation against shipping bills and Appendix-4H statements
  • Regularisation of shortfall in export obligation, including duty and interest computation
  • Replies to deficiency letters, show cause notices and adjudication proceedings
  • Representation before Regional Authorities, Norms Committee, Policy Relaxation Committee and DGFT headquarters
  • Closure of legacy MEIS / SEIS files and pending scrip release

Typical closure problems we solve

Most stuck closures come down to evidence, not eligibility. Shipping bills exist but were filed without the authorization number, e-BRCs were never generated against the right invoice, or the chartered accountant's Appendix statement does not reconcile with the ICEGATE data the Regional Authority pulls. We rebuild the export record from ICEGATE, bank statements and your ERP, reconcile it line by line, and then file a closure that survives verification.

  • Authorization number not endorsed on shipping bills
  • e-BRC not generated or realisation reported against the wrong invoice
  • Appendix-4H / 5B not reconciling with ICEGATE export data
  • Installation certificate for capital goods not obtained within the prescribed period
  • Export obligation shortfall requiring regularisation instead of closure

Why closure matters commercially

Open authorizations block working capital in bank guarantees, sit as contingent liabilities in your audited accounts, and can hold up fresh licence applications. Closing them frees limits with your bank, cleans up the notes to accounts, and restores your ability to apply for new EPCG and Advance Authorizations without the Regional Authority flagging a pending obligation.

Eligibility checklist

  • One or more EPCG or Advance Authorizations issued and yet to be redeemed
  • Export documentation available — shipping bills, invoices, e-BRCs or bank statements
  • CA / Chartered Engineer certification obtainable for investment and consumption statements
  • Bank guarantee or bond details from the customs port of registration
  • For shortfall cases: willingness to regularise with applicable duty and interest

Our process, step by step

  1. 01Licence register: we list every open authorization with issue date, obligation quantum, block-wise dues and expiry.
  2. 02Evidence rebuild: export data pulled from ICEGATE and reconciled against e-BRC, bank credits and your ERP records.
  3. 03Gap treatment: shortfalls, lapsed periods and missing endorsements are routed to extension, condonation or regularisation as applicable.
  4. 04Filing: EODC / redemption application submitted with CA and Chartered Engineer certificates and complete annexures.
  5. 05Follow-through: deficiency replies and personal hearings handled until EODC is issued, then bank guarantee release is coordinated with customs.
