The Central Board of Indirect Taxes and Customs (CBIC) has issued Circular No. 14/2026-Customs on 2026-08-13, expanding the scope of the Authorized Economic Operator (AEO) T1 program. For the first time, specialized 'Circular Economy' entities—specifically registered plastic and e-waste recycling units—are eligible for fast-track accreditation. This move aims to bolster India's green manufacturing and scrap processing capabilities.
## What this means for exporters
Eligible recycling units can now apply for AEO T1 status with significantly reduced documentation requirements. Benefits include a high degree of facilitation in customs profiling, a 50% reduction in bank guarantees required for customs bonds, and priority treatment at Nhavasheva and other major ports. This status is critical for manufacturers who rely on imported scrap for production, as it drastically reduces the lead time for raw material arrival.
