CBIC Circular 2026: Fast-Track IGST Refund for AEO T1 Gems and Jewelry
New CBIC circular streamlines IGST refunds for AEO T1 status exporters in the gems and jewelry sector. Claim your refund in 7 days with minimal audit.

## Key points
The Central Board of Indirect Taxes and Customs (CBIC) has issued **Circular No. 19/2026-Customs dated 2026-08-09**, specifically targeting the Gems and Jewelry export sector. Recognizing the liquidity challenges faced by this high-value industry, the CBIC has mandated a fast-track IGST refund process for units holding **AEO T1 status**. The new directive ensures that at least 90% of the IGST refund amount is processed within 7 working days of the shipping bill filing, subject to automated risk parameters.
## What this means for exporters
Previously, Gems and Jewelry exporters faced prolonged scrutiny due to the high value of consignments. Under the new guidelines, AEO T1 certified units will benefit from 'Trust-based Clearances,' where the system will auto-approve refunds unless a specific red-flag is triggered. This significantly improves working capital cycles and reduces the need for frequent follow-ups with Nhavasheva or other customs ports.
**Who should act now:** Jewelry exporters without AEO T1 status should apply immediately to leverage these expedited cash flows. Existing AEO T1 holders should ensure their bank account details are correctly mapped on the ICEGATE portal.
