DGFT Notification: New Sanctions for SCOMET Export Authorizations 2024

The Directorate General of Foreign Trade (DGFT) has intensified its oversight on the export of dual-use items categorized under the SCOMET (Special Chemicals, Organisms, Materials, Equipment, and Technologies) list. This update aims to align India's export controls with international non-proliferation regimes and global security standards. Exporters must now adhere to more rigorous due diligence processes when handling end-user certificates and transaction monitoring. ## What this means for exporters Manufacturers and traders of high-end electronics, aerospace components, and specialized chemicals must ensure that their Internal Compliance Programs (ICP) are robust. As per the latest DGFT guidelines and the Foreign Trade Policy 2023 provisions, any deviation in the end-use declaration for SCOMET items can lead to the permanent blacklisting of the exporter's IEC. This administrative shift streamlines the application process for 'Global Authorisation for Intra-Company Transfers' (GAICT) while increasing post-shipment notification requirements. It is critical to verify the 'Catch-all' controls which authorize the government to stop exports of even non-listed items if they are suspected of being used in weapons of mass destruction. Following DGFT Notification No. 13/2023 and subsequent updates for 2024, exporters are advised to use the online SCOMET module for real-time status tracking and compliance filing.
