DGFT Notification: Pre-Shipment Inspection Agency Rules Updated 2024
New DGFT guidelines for PSIA registration and metal scrap import compliance. Learn how updated pre-shipment rules affect your manufacturing supply chain.

The Directorate General of Foreign Trade (DGFT) has refined the regulatory framework governing Pre-Shipment Inspection Agencies (PSIAs). These agencies are critical for manufacturers importing metal scrap, ensuring that consignments are free from radioactive materials and explosives.
The updated guidelines focus on the digital transition of PSIA certificates and the mandatory use of the DGFT online portal for all applications. This initiative aims to reduce physical interface and enhance the transparency of the inspection process. Importers should verify that their chosen agency is currently empaneled and has a valid recognition period as listed in the DGFT’s Appendices.
## Key points for manufacturers
1. Always verify the Appendix 2G list on the DGFT website before engaging an inspection agency.
2. Ensure the Pre-Shipment Inspection Certificate (PSIC) is uploaded directly by the PSIA on the DGFT portal to avoid clearance delays.
3. Non-compliance with the new digital filing norms could lead to 100% physical examination of cargo at Indian ports.
These updates are part of the broader Foreign Trade Policy objective to simplify procedures while maintaining strict safety standards at the borders.
