DGFT Rules: New Norms for Re-validation of Export Authorizations 2024

The Directorate General of Foreign Trade (DGFT) has updated the procedural requirements for the re-validation of export authorizations to provide greater flexibility for manufacturers engaged in complex engineering and project exports. Under the updated Foreign Trade Policy provisions, exporters can now seek extensions on authorizations where manufacturing cycles exceed the original validity period, provided specific physical progress is demonstrated. As per the latest DGFT Handbook of Procedures, the application for re-validation must be submitted electronically through the DGFT portal before the expiry of the original authorization. This move is designed to reduce the compliance burden on high-value engineering exporters who often face external supply chain delays. The process requires a clear justification and a CA-certified statement of progress. ## What this means for exporters Exporters should review their current SCOMET and non-SCOMET authorizations at least 30 days before expiry. Ensuring that the request is filed within the window prevents the need for a fresh application, saving significant time and application fees. Manufacturers must maintain a digital trail of production milestones to satisfy the 'physical progress' criteria required by the Regional Authority (RA). This update simplifies the lifecycle management of export licenses, ensuring that Indian engineering goods remain competitive in international markets without being stalled by domestic administrative deadlines.
