Foreign Trade Policy: E-Commerce Export Hubs (ECEH) Guidance 2024
New Foreign Trade Policy provisions for E-Commerce Export Hubs. Learn how SMEs can leverage local hubs for cross-border trade and simplified customs clearance.

The Foreign Trade Policy (FTP) 2023 introduced a visionary framework for establishing E-Commerce Export Hubs (ECEH). These hubs are designed to act as centers for storage, packaging, labeling, and expedited customs clearance, specifically tailored for the growing B2C export segment.
In line with the Ministry of Commerce's push for 'Districts as Export Hubs', the ECEH guidelines provide for a simplified regulatory framework. According to the FTP 2023 Chapter on E-Commerce, the government aims to reduce the compliance burden for small sellers by allowing 're-import' of unsold goods without heavy duty implications, provided they meet specific criteria. This significantly lowers the risk for SMEs venturing into international marketplaces like Amazon Global or Etsy.
## What this means for exporters
Small and medium enterprises should look for the designation of these hubs in their respective regions. By utilizing an ECEH, you can benefit from consolidated logistics and faster processing of RoDTEP and GST refunds through automated systems. We advise exporters to register on the DGFT e-commerce portal and maintain digitized records to take full advantage of the specialized shipping norms. This infrastructure is a game-changer for those dealing in high-volume, low-value goods such as apparel, handicrafts, and processed food.
