However, many SME exporters have recently reported technical hurdles where scrolls are generated but credits do not reflect in the Electronic Credit Ledger (ECL). In response, the Customs authorities and DGFT have streamlined the grievance redressal mechanism on the ICEGATE portal to resolve 'pending for scrip' errors. ## What this means for exporters Exporters must verify that their Shipping Bills have been successfully processed through the 'Standardized System' and that no 'Error Code' is attached to the RoDTEP claim. As per CBIC Circulars regarding electronic scrips, the system requires a validated GSTN and a functional AD Code. If a scrip fails to generate within 15 days of the scroll date, exporters should now use the 'Escalation Matrix' provided on the ICEGATE website. This update is vital for maintaining cash flow, as these scrips are essential for paying Basic Customs Duty (BCD) on future imports. We advise manufacturers to perform a monthly reconciliation of 'Scrolls Generated' vs 'Scrips Received' in their ledger. Ensuring that the correct HSN codes and RoDTEP-eligible flags are mentioned at the time of filing the Shipping Bill is the first step toward a seamless credit experience.
