RoDTEP Scheme: New Electronic Monitoring of Scroll Records for 2024
Exporters must now ensure synchronization between Customs EDI systems and the RoDTEP e-ledger to prevent scroll generation errors and credit delays.

Compliance under the RoDTEP (Remission of Duties and Taxes on Exported Products) scheme has shifted toward a more rigorous digital validation process. The Central Board of Indirect Taxes and Customs (CBIC) has highlighted the importance of 'Scroll Generation' in the ICEGATE portal as the final step before duty credits are reflected in the exporter's electronic ledger.
## What this means for exporters
Exporters often face delays when shipping bill data fails to migrate correctly from the port system to the consolidated national database. As per CBIC circulars regarding the automated claim process, any mismatch in the 'RoDTEP Declaration' on the shipping bill can lead to a 'suspended' status in the portal. To avoid liquidity issues, manufacturers must reconcile their internal records with the electronic scroll records on a weekly basis.
Unlike previous systems where manual intervention was possible, the current RoDTEP workflow relies entirely on the successful validation of the ECN (Export Control Number) and the realization of foreign exchange. If a scroll is not generated within 15 days of the shipping bill's LET Export Date, exporters should proactively check for HSN code compatibility and scroll status on the ICEGATE dashboard to trigger the credit issuance.
